二、申请人的资格要求：

1.投标供应商应具备《政府采购法》第二十二条规定的条件，提供下列材料：

1）具有独立承担民事责任的能力：1、符合《中华人民共和国政府采购法》第二十二条规定。2、在中华人民共和国境内注册的能独立承担民事责任的法人，取得合法的营业执照、税务登记证、组织机构代码证（若投标人已办理三证合一，则只需提供营业执照），并具备从事本项目的经营范围和能力。

2）有依法缴纳税收和社会保障资金的良好记录：有依法缴纳税收和社会保障资金的良好记录（提供本项目投标截止日前6个月内任意1个月依法缴纳税收和社会保障资金的相关材料。如依法免税或不需要缴纳社会保障资金的，提供相应证明材料）。

3）具有良好的商业信誉和健全的财务会计制度：投标人必须具有良好的商业信誉和健全的财务会计制度（提供2020年度财务状况报告或基本开户行出具的资信证明）。

4）履行合同所必须的设备和专业技术能力：具备履行合同所必需的设备和专业技术能力

(1)单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得同时参加本采购项目（或采购包）投标（响应）。为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参与本项目投标（响应）。投标（报价）函相关承诺要求内容。3、投标人须具有《广东省安全技术防范系统设计、施工、维修资格证书》叁级或以上资质,广东省外的投标人须提供广东省安全技术防范系统设计、施工、维修资质的同级备案证明(提供证书复印件)4、投标人须符合以下条件之一：（1）具有基础电信业务经营许可证,提供相关的证明文件或证书复印件。（2）具有通信工程施工总承包企业资质叁级或以上，提供相关的证明文件或证书复印件（外省企业需提供在广东省通信管理局的备案证明）。（3）在湛江市范围内具备广播电视网络及其他通讯网络规划建设，干线传输业务及网络接入服务，提供相关的证明文件。5、投标人如为非独立法人(即由合法法人依法建立的分公司），须提供总公司对分公司出具的有效授权书复印件。6、本项目不接受联合体投标。7、已在湛江市公共资源交易系统注册报名。。
